THE AIRCRAFT CRASHED SHORT OF THE RUNWAY DURING FINAL APPROACH. THE PILOT REPORTED A LOSS OF POWER WHICH COULD NOT BE DUPLICATED BY FAA MAINTENANCE. NO ENGINE MALFUNCTION WAS FOUND.
