ACFT DEPARTED DOWNWIND INTO RISING TERRAIN WITH DENSITY ALTITUDE CALCULATED TO BE 10,935 FT. ACFT WAS OBSERVED TO MUSH INTO RISING TERRAIN 300 FT HIGHER THAN AND 3 MI WEST OF THE RWY.
