The FAA's summary their words, unchanged
These special conditions are issued to Gyroflug Ingenieurgesellschaft mbH to become part of the type certification basis for the Model SC-01 Speed Canard airplane. The airplane will have novel or unusual design features related to the aerodynamic configuration of the airplane, the location of the engine and propeller, and the use of composite materials for primary flight structure, which were not envisaged in the applicable airworthiness standards and for which the regulations do not contain adequate or appropriate airworthiness standards. These special conditions contain the additional safety standards which the Administrator considers necessary to establish a level of safety equivalent to that provided by the applicable airworthiness standards.
