These special conditions are issued to become part of the type certification basis for the Beech Model 2000 series airplanes. The airplane will have novel and unusual design features when compared to the state of technology envisaged in airworthiness standards of 14 CFR Part 23 of the Federal Aviation Regulations (FAR). These novel and unusual design features include the use of advanced composite materials for primary flight structure, an electronic flight instrument system, the location of the propellers, the aerodynamic configuration, and an outward-opening, main entry door in the pressurized cabin for which the regulations do not contain adequate or appropriate airworthiness standards. These special conditions contain the additional safety standards which the Administrator finds necessary to establish a level of safety equivalent to that established in the regulations applicable to the Beech Model 2000 airplane.
