The FAA's summary their words, unchanged
This special condition is issued for certain Bell Helicopter Textron Models 212 and 412 helicopters modified by Premier Aviation, Inc. These helicopters will have a novel or unusual design feature associated with the Electronic Flight Instrument System (EFIS). The applicable airworthiness regulations do not contain appropriate safety standards for the requirements to protect systems that perform critical functions from the effects of external radio frequency energy sources. This special condition contains additional safety standards that the Administrator considers necessary to ensure that critical functions of systems would be maintained when exposed to high intensity radiated fields (HIRF).
