These special conditions are issued pursuant to §§ 21.16 and 21.101(b) of the Federal Aviation Regulations (FAR) to Israel Aircraft Industries (IAI) for the Model 1125 Westwind Astra series airplane. The airplane will have novel or unusual design features associated with an automatic takeoff thrust control system (ATTCS) and an unusually high operating altitude (45,000 feet), for which the applicable airworthiness regulations do not contain adequate or appropriate safety standards. These special conditions contain the safety standards which the Administrator finds necessary, because of these design features, to establish a level of safety equivalent to that established in the regulations.
