The FAA's summary their words, unchanged
These special conditions are issued to Falcon Jet Corporation for modification of the Avions Marcel Dassault-Breguet Aviation (AMD-BA) Falcon 50 series airplanes. These airplanes are equipped with high-technology digital avionics systems that perform critical functions. The applicable regulations do not contain adequate or appropriate safety standards for the protection of these systems from the effects of high-intensity radiated fields (HIRF). These special conditions contain the additional safety standards which the Administrator considers necessary to ensure that the critical functions that these systems perform are maintained when the airplane is exposed to HIRF.
