The FAA's summary their words, unchanged
These special conditions are issued pursuant to §§ 21.16 and 21.101(b) of the Federal Aviation Regulations (FAR) to Avions Marcel Dassault-Breguet Aviation for the Mystere-Falcon 200 airplane. The airplane will have novel or unusual design features associated with the unusually high operating altitude (49,000 feet) for which the applicable airworthiness regulations do not contain adequate or appropriate safety standards. These special conditions contain the safety standards which the Administrator finds necessary to reduce the likelihood of failures which could lead to cabin altitudes that exceed the protective capability of the oxygen equipment.
