The FAA's summary their words, unchanged
These special conditions are issued to Arkansas Modification Center for modification of British Aerospace Model 125 series (including DH.125, HS.125, BH.125, and BAe 125 series) airplanes. The modifications equip the airplanes with high-technology digital avionics systems that perform critical functions. The applicable regulations do not contain adequate or appropriate safety standards for the protection of these systems from the effects of high intensity radiated fields (HIRF). These special conditions contain the additional safety standards which the Administrator considers necessary to ensure that the critical functions performed by these systems are maintained when the airplane is exposed to HIRF.
