The FAA's summary their words, unchanged
These special conditions are issued for the Beech Aircraft Corporation Model 400 and Model 400A airplanes. These airplanes incorporate new technology electrical and electronic systems which perform critical or essential functions. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for the protection of these systems from the effects of lightning and radio frequency (RF) energy. These special conditions contain the additional safety standards which the Administrator considers necessary to ensure that the critical and essential functions the new technology electrical and electronic systems perform are maintained when the airplane is exposed to lightning and RF energy.
