These special conditions are issued for the Learjet Model 35A (C-21A) airplane. This airplane will have novel or unusual design features associated with engine electronic controllers. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for the protection from the effects of lightning and the susceptibility to external radio frequency (RF) energy sources. These special conditions contain safety standards which the Administrator finds necessary to ensure that critical and essential functions of systems in the Learjet 35A (C-21A) are maintained.
