The FAA's summary their words, unchanged
These special conditions are issued for the McDonnell Douglas Model DC-9-80 and MD-80 series airplanes. These series airplanes will have a novel or unusual design feature associated with the installation of a windshear detection initiated autothrottle activation system, for which the applicable airworthiness regulations do not contain adequate or appropriate safety standards. The design adds a special function to the existing autothrottle requirements. The final special conditions contain the additional safety standards which the Administrator considers necessary, because of the added design feature, to establish a level of safety equivalent to that established by the airworthiness standards of Part 25.
