The FAA's summary their words, unchanged
These special conditions are issued pursuant to 21.16 and 21.101 of the Federal Aviation Regulations (FAR) to the Boeing Company for the Model 747 series airplanes which incorporate overhead crew rest areas. These rest areas have novel or unusual design features for which the applicable airworthiness regulations do not contain adequate or appropriates safety standards. These special conditions contain the safety standards which the Administrator finds necessary, because of these design features, to establish a level of safety equivalent to that established in the regulations.
