The FAA's summary their words, unchanged
These special conditions are issued for the McDonnell Douglas Corporation Model MD-17 airplane. This airplane incorporates novel and unusual design features, including the use of power-augmented-lift from externally blown flaps, for which the applicable airworthiness standards for transport category airplanes do not contain adequate or appropriate safety standards. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that provided by the existing airworthiness standards.
