These special conditions are issued under §§ 21.16 and 21.101 (b) of the Federal Aviation Regulations (FAR) to the Cessna Aircraft Company for the Model 650 series airplanes. This airplane will have novel or unusual design features associated with the unusually high operating altitude (51,000 feet) for which the applicable airworthiness regulations do not contain adequate or appropriate safety standards. These special conditions contain safety standards which the Administrator finds necessary to establish a level of safety equivalent to that established in the regulations.
