The FAA's summary their words, unchanged
These special conditions are being issued for the Grob EGRETT airplane. These airplanes will have novel and unusual design features when compared to the state of technology envisaged in the airworthiness standards of 14 CFR part 23 of the Federal Aviation Regulations (FAR). These novel and unusual design features include the use of composite materials for primary flight structure and evacuation of fumes from pressurized airplanes for which the regulations do not contain adequate or appropriate airworthiness standards. This notice contains the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that provided by the airworthiness standards of part 23.
