These special conditions are being issued to become part of the type certification basis for the Caproni Vizzola Costruzioni Aeronautiche. S.p.A. Model C22J Series Airplane. These airplanes will have novel or unusual design features when compared to the state of technology envisaged in the airworthiness standards for normal, utility, acrobatic, and commuter category airplanes. These novel and unusual design features include the use of advanced composite materials, pressurized fuel tanks, and electronic engine control system protection from lightning and high energy radio frequency, for which the regulations do not contain adequate or appropriate airworthiness standards. These special conditions contain the additional safety standards which the Administrator considers necessary to establish a level of safety equivalent to that provided by the applicable airworthiness standards.
