This special condition is issued to GROB Werke GmbH to become part of the type certification basis for the GROB Model 115 Series Airplanes. The airplane will have a novel and unusual design feature related to the use of composite materials for primary structure which was not envisaged in the airworthiness standards of 14 CFR Part 23 of the Federal Aviation Regulations (FAR) and for which the regulations do not contain adequate or appropriate airworthiness standards. This notice contains the additional safety standards which the Administrator considers necessary to establish a level of safety equivalent to that provided by the airworthiness standards of Part 23.
