This final rule action amends Special Conditions No. 23-83-EA-11, issued on May 19, 1978, for the supplemental type certification of the Aviation Safety Release Corporation modifications to the Univair Model 108-2 Airplane. The FAA has determined that Special Conditions No. 23-83-EA-11, issued on May 19, 1978, do not adequately set forth requirements to assure the necessary level of safety for the installation, operation, and maintenance of the ASR System. The ASR System will have novel and unusual design features when compared to the state of technology envisioned in the original type certification regulations applied to the Univair Model 108-2 Airplane. This amendment assures that Special Conditions No. 23-83-EA-11 contain the airworthiness standards which the Administrator finds necessary to establish a level of safety equivalent to that provided by the airworthiness standards applicable to the Univair Model 108-2 Airplanes.
