THE FLIGHT ENCOUNTERED DOWNDRAFT WINDS ON FINAL APPROACH AT A LOW ALTITUDE ABOVE THE GROUND. THE PILOT APPLIED FULL POWER, BUT THE ACFT CONTINUED DESCENT AND IMPACTED A TREE AND THE GROUND SHORT OF THE LANDING RWY.
