THE PLT WAS RETURNING TO THE AIRPORT AFTER TRANSPORTING SKYDIVERS TO ALTITUDE AND WHILE ON FINAL APRCH HE ALLOWED THE ACFT TO STALL & CRASH SHORT OF THE RWY.
