THE PLT STALLED THE ACFT DURING FINAL APCH TO A SMALL GRAVEL AIRSTRIP. THE PLT HAD NOT RECEIVED TRAINING AS A STUDENT PLT NOR DID HE HOLD ANY FAA PLT OR MEDICAL CERTIFICATE.
