The Amendment \n\n\n\tAccordingly, under the authority delegated to me by the Administrator, the FAA amends 14 CFR part 39 as follows: \n\nPART 39--AIRWORTHINESS DIRECTIVES \n\n0 1. The authority citation for part 39 continues to read as follows: \n\n\n\tAuthority: 49 U.S.C. 106(g), 40113, 44701. \n\n\n\nSec. 39.13 (Amended) \n\n0 2. The FAA amends Sec. 39.13 by adding the following new airworthiness directive: \n\n2021-16-14 BALONY KUBICEK spol. s r.o.: Amendment 39-21676; Docket No. FAA-2021-0618; Project Identifier 2019-CE-005-AD. \n\n(a) Effective Date \n\n\n\tThis airworthiness directive (AD) is effective September 7, 2021. \n\n(b) Affected ADs \n\n\n\tNone. \n\n(c) Applicability \n\n\n\tThis AD applies to the following BALONY KUBICEK spol. s r.o. balloons, certificated in any category: \n\t(1) Model BB78Z, serial numbers (S/Ns) 1292 and 1364; \n\t(2) Model BB85Z, S/N 1360; \n\t(3) Model BB92Z, S/N 1331; and \n\t(4) Model BB130P, S/N 1397. \n\n(d) Subject \n\n\n\tJoint Aircraft System Component (JASC) Code 5300, Fuselage. \n\n(e) Unsafe Condition \n\n\n\tThis AD was prompted by mandatory continuing airworthiness information (MCAI) issued by the aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as failure of the envelope vertical load tape. The FAA is issuing this AD to detect and correct defects in the envelope vertical load tape, which could result in an envelope tear and consequent uncontrolled descent. \n\n(f) Compliance \n\n\n\tComply with this AD within the compliance times specified, unless already done. \n\n(g) Inspection and Repair \n\n\n\tWithin 30 days after the effective date of this AD, inspect the envelope load tape for weaving defects indicated by visible yellow thread. If there is visible yellow thread in any envelope load tape, before further flight, repair any damaged area of the envelope load tape. \n\tNote 1 to paragraph (g): BALONY KUBICEK spol. s r.o. Servis Bulletin No. BB/52, dated July 23, 2018, includes an example of a weaving defect and specifies acceptable procedures and materials for repairing envelope load tape. \n\n(h) Alternative Methods of Compliance (AMOCs) \n\n\n\t(1) The Manager, International Validation Branch, FAA, has the authority to approve AMOCs for this AD, if requested using the procedures found in 14 CFR 39.19. In accordance with 14 CFR 39.19, send your request to your principal inspector or local Flight Standards District Office, as appropriate.
