This AD requires initial and repetitive borescope inspections (BSIs) or visual inspections of the IPC shaft assembly and, depending on the results of the inspection, replacement of the IPC shaft assembly with a part eligible for installation. The FAA is issuing this AD to address the unsafe condition on these products.

Adoption of the Amendment \n\n\n\tAccordingly, under the authority delegated to me by the Administrator, the FAA amends 14 CFR part 39 as follows: \n\nPART 39--AIRWORTHINESS DIRECTIVES \n\n0 1. The authority citation for part 39 continues to read as follows: \n\n\n\tAuthority: 49 U.S.C. 106(g), 40113, 44701. \n\n\n\nSec. 39.13 (Amended) \n\n0 2. The FAA amends Sec. 39.13 by adding the following new airworthiness directive (AD): \n\n2020-20-07 Rolls-Royce Deutschland Ltd & Co KG (Type Certificate previously held by Rolls-Royce plc): Amendment 39-21263; Docket No. FAA-2020-0293; Project Identifier MCAI-2019-00122-E. \n\n(a) Effective Date \n\n\n\tThis AD is effective November 10, 2020. \n\n(b) Affected ADs \n\n\n\tNone. \n\n(c) Applicability \n\n\n\tThis AD applies to all: \n\t(1) Rolls-Royce Deutschland Ltd & Co KG (RRD) (Type Certificate previously held by Rolls-Royce plc) Trent 1000-AE3, Trent 1000-CE3, Trent 1000-D3, Trent 1000-G3, Trent 1000-H3, Trent 1000-J3, Trent 1000-K3, Trent 1000-L3, Trent 1000-M3, Trent 1000-N3, Trent 1000-P3, Trent 1000-Q3, and Trent 1000-R3 model turbofan engines. \n\t(2) RRD Trent 7000-72 and Trent 7000-72C model turbofan engines. \n\n(d) Subject \n\n\n\tJoint Aircraft System Component (JASC) Code 7230, Turbine Engine Compressor Section. \n\n(e) Unsafe Condition \n\n\n\tThis AD was prompted by a report of crack findings in the front air seal on the intermediate-pressure compressor (IPC) shaft assembly during the stripping of a flight test engine. The FAA is proposing this AD to prevent failure of the IPC shaft assembly. The unsafe condition, if not addressed, could result in loss of thrust control and reduced control of the airplane. \n\n(f) Compliance \n\n\n\tComply with this AD within the compliance times specified, unless already done. \n\n(g) Required Actions \n\n\n\t(1) Within the compliance times specified in Table 1 to paragraph (g)(1) of this AD, and thereafter, at intervals not to exceed 200 flight cycles (FCs), perform a borescope inspection (BSI) of the IPC shaft assembly, part number KH18436, using the Accomplishment Instructions, paragraph 3.B., of Rolls-Royce (RR) Trent 1000 Alert Non-Modification Service Bulletin (NMSB) 72-AK451, Initial Issue, dated November 14, 2019. (GRAPHIC) (TIFF OMITTED) TR06OC20.002 \n\n\n\t(2) An in-shop BSI of the IPC shaft assembly using the Accomplishment Instructions, paragraph 3.A, of RR Trent 1000 Alert NMSB 72-AK451, Initial Issue, dated November 14, 2019, or visual inspection of the IPC shaft assembly using FAA-approved maintenance procedures if the part is exposed, may be substituted for any on- wing BSI, provided the compliance time specified in paragraph (g)(1) of this AD is not exceeded. \n\t(3) If, during any initial or repetitive BSI or visual inspection of the IPC shaft assembly required by paragraph (g)(1) or (2) of this AD, any crack is detected, before further flight, remove the IPC shaft assembly and replace it with a part eligible for installation. \n\n(h) Definitions \n\n\n\tFor the purpose of this AD, a ''part eligible for installation'' is: \n\t(1) An IPC shaft assembly that is new (not previously installed on an engine); \n\t(2) An IPC shaft assembly that, before (re)installation, has passed a BSI (no crack detected) using the Accomplishment Instructions, paragraph 3.A. or B., of RR Trent 1000 Alert NMSB 72- AK451, Initial Issue, dated November 14, 2019. \n\t(3) An IPC shaft assembly that, before (re)installation, has passed a visual inspection of the exposed part (no crack detected) using FAA-approved maintenance procedures. \n\n(i) No Reporting Requirement \n\n\n\tThe reporting requirements in the Accomplishment Instructions, paragraphs 3.A. and 3.B., of RR Trent 1000 Alert NMSB \n\n((Page 62979)) \n\n72-AK451, Initial Issue, dated November 14, 2019, are not required by this AD. \n\n(j) Credit for Previous Actions \n\n\n\tYou may take credit for the initial BSI of the IPC shaft assembly that is required by paragraph (g)(1) of this AD if you performed the BSI before the effective date of this AD using RR Trent 1000 NMSB 72-K452, Initial Issue, dated October 21, 2019. \n\n(k) Alternative Methods of Compliance (AMOCs) \n\n\n\t(1) The Manager, ECO Branch, FAA, has the authority to approve AMOCs for this AD, if requested using the procedures found in 14 CFR 39.19. In accordance with 14 CFR 39.19, send your request to your principal inspector or local Flight Standards District Office, as appropriate. If sending information directly to the manager of the ECO Branch, send it to the attention of the person identified in paragraph (l)(1) of this AD.
