WITNESSES OBSERVED THE PILOT TAXIING DOWNWIND AT A SPEED ABOVE NORMAL WHEN THE AIRCRAFT'S TAIL WAS SEEN TO RAISE AND THE AIRCRAFT TURNED OVER.
