ACFT VEERED TO THE LEFT AND CONTACTED A SNOWBANK DURING THE TAKEOFF GROUND ROLL. INSPECTION REVEALED PLT FAILED TO REMOVE THE RUDDER GUST LOCK BEFORE TAKEOFF WAS ATTEMPTED.
