THE PILOT'S FAILURE TO MAINTAIN PROPER ALTITUDE AND CLEARANCE WITH WATER, WHICH RESULTED IN AN IN FLIGHT COLLISION WITH WATER. CONTRIBUTING TO THE ACCIDENT WAS THE PILOT ALLOWED THE AIRPLANE TO DESCEND WHILE MAKING A RIGHT TURN.
