FACTORS RELATED TO THE INCIDENT WERE: WET SNOW (SLUSH) ON THE RUNWAY AT THE DEPARTURE AIRPORT, AND INADEQUATE DESIGN WHICH ALLOWED ICE TO RENDER THE NOSE GEAR DOWNLOCK SYSTEM INOPERATIVE.
