IMPROPER MAINTENANCE PERFORMED PREVIOUS TO THE ACCIDENT FLIGHT WHICH FAILED TO IDENTIFY A FAULT WHICH RENDERED THE AIRPLANE NONAIRWORTHY. CONTRIBUTING TO THIS ACCIDENT WAS THE PILOT'S EXERCISE OF POOR JUDGEMENT IN DISREGARDING WEATHER FORECASTS INDICATING WEATHER WAS BELOW MINIMUMS.
