FACTORS WERE; HIS FAILURE TO COMPLY WITH SCHOOL DIRECTIVES BY NOT OBTAINING A WEATHER BRIEFING PRIOR TO THE ACCIDENT FLIGHT, AND THE RAIN, GUSTING WINDS, AND DARK NIGHT CONDITIONS AT TIME OF THE ACCIDENT.
