FACTORS WHICH CONTRIBUTED TO THE ACCIDENT WERE: THE PILOT'S DECISION TO FLY INTO MOUNTAINOUS TERRAIN AT A LOW ALTITUDE, HIS IMPAIRMENT DUE TO DRUGS, AND THE TERRAIN CONDITIONS.
