FACTORS IN THE ACCIDENT WERE: 1) THE DARK NIGHT CONDITIONS, 2) THE PILOT'S DEGRADED VISUAL PERCEPTIVE ABILITY, AND 3) THE FAILURE OF THE FAA TO DISSEMINATE THE AIRPORT ELEVATION CHANGE INFORMATION IN A TIMELY MANNER.
