A RELATED FACTOR IN THE ACCIDENT WAS: THE LOW ALTITUDE AT THE TIME OF THE ENCOUNTER, WHICH LIMITED THE TIME AVAILABLE FOR THE PILOT TO CORRECT THE LOSS OF CONTROL.
