PLT REPORTED POWER LOSS WHILE ON INITIAL CLIMB. THE LEFT WING CONTACTED THE GROUND AND THE ACFT CARTWHEELED. EXAMINATIONOF AIRCRAFT BY FAA DISCLOSED NO MALFUNCTION OF AIRCRAFT OR OF POWERPLANT.
