FACTORS RELATED TO THE ACCIDENT WERE: UNFAVORABLE WEATHER CONDITIONS, AN ERRONEOUS WIND INDICATION FROM THE LOW LEVEL WINDSHEAR ALERT SYSTEM (LLWAS), WHICH RESULTED IN AN INACCURATE WEATHER (WIND) OBSERVATION, AND FAILURE OF THE PILOTS TO TAKE ADEQUATE REMEDIAL ACTION.
